Matthew Gregory McLaughlin, an Orange County attorney and “Huntington Beach” resident, filed a proposal for a statewide ballot initiative that would ban gays and lesbians from holding public office as well as "put to death by bullets to the head."
On Feb. 24 McLaughlin filed what he calls the Sodomite Suppression Act with the state's Office of the Attorney General. Under his requested law people found guilty of “spreading sodomite propaganda" would be fined $1 million and banishment from the state of CA or see a 10-year prison sentence.
According to state rules, anyone can file a prospective state ballot measure at just a $200 fee. The public has 30 days to respond before the attorney general publishes a summary of the measure.

McLaughlin wants to qualify the initiative for the statewide ballot in November 2016. The initiative must gather the number of signatures equal to 5 percent of those who voted in the last election for governor - or about 366,000 valid names.
