"I had the best sister, she was the most wonderful, loving, caring person," Kate's brother Brad Steinle said.
Kathryn "Kate" Steinle's death sparked extreme criticism of law enforcement and ICE because her alleged murder suspect, Juan Francisco Lopez-Sanchez, an undocumented immigrant with a criminal background, has been deported numerous times was let go by San Francisco Sheriff's department.
Sheriff Ross Mirkarimi said at a news conference that they released Juan Francisco Lopez-Sanchez because there was no legal basis to detain or transfer him back into federal custody.

“ICE did not provide San Francisco sheriff’s with a warrant or judicial order for immigration proceedings,” Mirkarimi said.
ICE did not immediately respond to Sheridd Mirkarimi's comments.
To add to the growing criticisms of law enforcement, the firearm used in the homicide was issued to a U.S. Bureau of Land Management law enforcement ranger. How Lopez-Sanchez got the firearm is still being investigated. The homicide suspect, Juan Francisco Lopez-Sanchez, an undocumented immigrant who remains in custody on $5 million bail, pleaded not guilty Tuesday to murder with malice aforethought and weapon enhancements.
